Anger among the students agitating against the normalization of Uttar Pradesh Public Service Commission (UPPSC) is at its peak. Today, thousands of students are on the streets against UP PSC. Students say that for the last two years the commission has failed to conduct the examination.

In the while candidates are angry about the RO ARO exam to be conducted by UPPSC. Candidates' protest is going on from Delhi to the streets of UP. Students are constantly raising the demand to conduct this recruitment exam in one shift. Let us know what the special reason behind this ruckus.

Uproar among students against UPPSC

Earlier this year in January 2024, the commission had issued the notification of Uttar Pradesh Civil Services, whose examination was pending in the month of March, which was then postponed to the month of October.

After this, another exam of the Commission, Review Officer and Assistant Review Officer, was organized on 11 February, but it was canceled due to paper leak. Both these exams were proposed to be held in the month of October. Then suddenly RO ARO is announced to be held in the month of December

Review was canceled due to paper leak

The students argue that due to the paper being held in two shifts, normalization will happen due to which good students will have to suffer, that is, due to the paper being held in two shifts, there will be easy questions in one shift and difficult questions in another shift, due to which the commission will do the work of normalization, due to which there will be a possibility of good students being left out, as well as corruption will increase. Students are constantly protesting against this. Their demand is that the paper should be held in one shift and in one day. At the same time, the commission says that we do not have centers available so that we can conduct the paper of 6 lakh candidates simultaneously.

The students argue that before this the commission has been conducting examinations of more students than this. Here we are telling about the contradiction happening in the whole matter.

Where did the matter start, understand it sequentially

On January 1, 2024, UPPSC had issued a notification for the Upper Subordinate Service (PCS) prelims exam. According to this, the exam was to be held on March 17, 2024. But it was postponed. Then on June 3, while issuing the notification of the same exam, it was announced that the exam is to be held on October 27. Once again, the date changed and on November 5, UPPSC once again issued the notification.

Along with this notification, a new rule also came to the fore. Since then, the candidates are angry. Actually, it was said in this notification that the exam will be conducted in two days instead of one day.

How the ruckus started

By the evening of the same day, news of paper leak started coming on social media. Students started protesting on this matter. When there was a demand for re-examination, the commission decided to get the matter investigated by the Special Task Force.

Now here thousands of candidates who were waiting for the PCS exam. Suddenly on March 7, the commission issued a notice that the PCS prelims exam of March 17 is postponed due to 'unavoidable reasons'.

It was told that the exam could be held in July. But no date was given. Due to this, the candidates of UP PCS were also disappointed.

Students' resentment increased

Although after the tweet of Chief Minister Yogi, the candidates were confident that the RO/ARO exam would be held again in 6 months. But nothing like this happened because the investigation of the paper leak of the exam continued. Many accused were arrested in this. But there was no update on how the paper leak happened.

Meanwhile, on June 3, a notification came again regarding conducting the PCS exam, in which the date of the prelim's exam was given on October 27. But, a few days before the exam, on October 16, the commission again informed about postponing the exam. In this, the reason given was the delay in setting up the exam center

In the same notice, it was said that the exam can be conducted by the first fortnight of December. The commission cited the government's order of June 19 that according to this, the candidates will be informed about the next date.

What was that order of June

On June 19, the UP government had issued some guidelines regarding the exam centers. In this, two categories were made for choosing the examination center. In category 'A', government inter colleges, government degree colleges, state and central universities, polytechnic engineering and state medical colleges were kept. Whereas in 'B', those aided educational institutions were kept which have a good image.

An order was given not to make private institutions as centers. Apart from this, it was also said that the examination centers should be within 10 kilometers of the bus stand or railway station. Also, an order was given to keep a maximum of 5 lakh candidates in one shift.

According to this order, the commission needed 1758 exam centres to conduct PCS prelims. But following the order, the commission could get only 978 such exam centres. Whereas 5 lakh 76 thousand 154 candidates are registered for this exam. Whereas 10 lakh 76 thousand candidates are going to appear for RO/ARO prelims.

Ruckus started from here

Notification for the third time came for PCS and ARO exams on November 5 the first session will be held from 9:30 am to 11:30 am and the second from 2:30 pm to 4:30 pm. He also said that despite every possible effort, the exam will be conducted in two days as per the order of June 19 due to non-availability of centers. Similarly, the RO/ARO exam will be held on December 22 and 23. This exam is going to be held for 411 posts.

On December 22, the first shift will be from 9 am to 12 noon and the second shift will be from 2:30 pm to 5:30 pm. On December 23, the exam will be held in the third shift from 9 am to 12 noon. In this also, the order of June 19 was cited that there cannot be more than 5 lakh candidates in one shift. That is why it is being conducted in two shifts.

Protest against normalization

As per the order of November 5, the candidates are not ready to conduct the exam for more than one day. Candidates say that this will affect the result, because if the exam is held in more than one shift, the process of normalization will be adopted for the result. With this process, when the same exam is held on different days, there will be different question papers for it.

The process of normalization is adopted to bridge this gap. In most exams, it is adjusted on the basis of percentile score. Its purpose is that no student should be benefited or harmed due to different question papers. Students allege that the process adopted by the government is not scientific.
