According to sources who spoke with CNBC-TV18, the Center has started a massive saturation push to make sure that all eligible farmers are included in the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) plan.

Farmers across India who own land have complained about being left out of the PM-KISAN initiative, which aims to give them financial support. In response, the government is moving forward with the digital enrolment and verification of farmers.

Farmer complaints about not being included in the program are constantly being received. Mostly, there are two accounts involved. First, the farmer's land details do not match the state's land record system, and second, the farmer has not completed their e-KYC. Per sources speaking with CNBC-TV18, there is still room to expand the PM-KISAN program's beneficiary base in these conditions.

Sources note that, nevertheless, the plan might only partially saturate landowners due to a number of exclusionary factors outlined in the operating standards.

The Ministry has developed an IT system whereby the saturation may be driven primarily automatically and farmers are not need to submit documentation in order to get PM-KISAN payments, to assist states in achieving nearly 100% saturation of all eligible but excluded land-owning families "they told CNBC-TV18."

Launch of PM-KISAN Mobile App

An important component of this endeavor is the launch of the PM-KISAN Mobile App, which sources said will enable farmers to digitally register and contribute to the creation of extensive state-level farmer registries.

According to sources, the farmer's consent will only be obtained through e-sign (based on Aadhaar) and e-KYC as part of the registration and verification procedure. The e-KYC will be completed by an OTP or face process. Additionally, it is intended to make fingerprint-based (biometric) authentication possible via the app.

In this manner, all e-KYC/authentication and land verification criteria for farmers would be completed digitally enabling simple verification and enrollment into PM-KISAN. A farmer's registration will also be established as part of this procedure for States to utilize in the future, sources told CNBCTV18.

These state-specific farmer registrations will be useful for a variety of things, such as making crop loans easier to obtain, giving out Kisan Credit Cards (KCC), and allowing farmers to purchase food at Minimum Support Prices (MSP).

The saturation drive will be tested in seven states at first. The Center wants to intensify the PM-KISAN saturation push nationwide in light of the approaching state elections.

It's important to note that the PM-KISAN database currently in use and the number of land-owning farmers in India differ significantly. The number of land-owning farmers in PM-KISAN's database is 8.75 crore, although the approximate number is 9.5 crore.

Government saved huge amount of money by excluding ineligible individuals

According to a report earlier this month by CNBC-TV18, the Central government has successfully saved Rs.10,000 crore over the past year by implementing the PM-KISAN scheme. The principal reason for these savings was the removal of roughly 1.72 crore beneficiaries who turned out not to be eligible.
