MCD committee election: Center powered LG, to make commission, board and new appointments
MCD committee election: New tussle is going to start between Aam Aadmi party and the Lieutenant Governor of Delhi. In the meanwhile just before the election of 12 ward committees in MCD, the Central Government has increased the powers of the Lieutenant Governor of Delhi. From now the LG got full authority to form any authority, board and commission.
Home Ministry has issued notice regarding this
The Union Home Ministry said, now LG can appoint new members in board, commission. while the President of India has right to form any authority, board, commission or statutory body. The Home Ministry has issued this notification on Tuesday.

LG got power to form any authority
The Central Government has increased the powers of the Lieutenant Governor of Delhi. Hence LG can form Delhi Women's Commission, Delhi Electricity Regulatory Commission. The gazette notification said, 'The President has entrusted the power to form any authority, board, commission or statutory body for Delhi under the laws enacted by Parliament.
LG appointed presiding officers for MCD elections
Lieutenant Governor VK Saxena has taken a big step and appointed presiding officers for the MCD ward committee elections. Earlier on Tuesday late evening, Mayor Shelly Oberoi had refused to appoint presiding officers to conduct the elections. Shelly said that her conscience does not allow her to participate in the 'undemocratic election process. Now the Lieutenant Governor has ordered that elections for the posts of Chairman
The meaning of new notification?
As by the this new information said, the LG may control Delhi power, till new the new orders come, he will exercise the powers of the President under clause (a) of section 45D of the said Act for the constitution of any authority or any statutory body,
What is Article 239
In the meanwhile the Article 239 defines the matter that the President may appoint the Governor of a State as the Administrator of Union Territory, hence when Governor is appointed, he shall exercise his functions as such Administrator independently of his Council of Ministers.
