Bihar Election 2025: 'Panchamrit Guarantee' promised by the NDA in manifesto, key details here
Bihar Election 2025: The National Democratic Alliance (NDA) has released its election manifesto for the Bihar Assembly elections. The NDA, which is in power in the state, is full of promises for every section of society, including youth, women, farmers, Other Backward Classes (OBCs) and the poor.

The NDA has also promised to form a high-level committee headed by a retired Supreme Court judge on social justice issues. The NDA's manifesto focuses on every section of society, including employment and social justice, issues that the opposition has been raising. The NDA has promised a Panchamrit Guarantee for the poor.
What is the 'Panchamrit Guarantee' promised by the NDA in Bihar?
Under the Panchamrit Guarantee, the NDA has promised to provide free rations, 125 units of free electricity, and free medical treatment up to Rs 5 lakh to the poor. 50 lakh new pucca houses and social security pensions have also been promised under the Panchamrit Guarantee.
The ruling coalition has also promised to establish state-of-the-art manufacturing units in every district, develop 10 new industrial parks, provide skill-based employment through a skill census, and establish Bihar as a global skilling hub with mega skill centers in every district.
Promise to Make 1 Crore Women Lakhpatis
The NDA manifesto also promises to provide assistance of up to Rs 2 lakh to women under the Chief Minister's Women Employment Scheme. It also promises to work towards making 1 crore women Lakhpati Didis and to make identified entrepreneurs crorepatis through Mission Crorepati.
10 Lakh Rupees Assistance to the Most Backward Classes
The NDA has also promised to provide 10 lakh rupees in assistance to various occupational groups for the socio-economic empowerment of the Most Backward Classes (OBCs).
Karpoori Thakur Samman Nidhi for Farmers
The NDA has promised to launch the Karpoori Thakur Samman Nidhi for farmers. Under this scheme, the state government will provide an honorarium of 3,000 rupees per year to farmers. Under the Kisan Samman Nidhi, 8.7 million farmers in Bihar already receive an honorarium of 6,000 rupees per year from the central government. This means that farmers have been promised an honorarium of 9,000 rupees per year.
Promise to Build Seven Expressways
In its manifesto, the NDA has promised to build seven expressways under the Bihar Gati Shakti Master Plan. The manifesto also promises to modernize 3,600 kilometers of rail tracks, launch metro services in four new cities, and expand the Amrit Bharat Express and Namo Rapid Rail services.
Other key promises:
-Free quality education from KG to PG, nutritious breakfast, and modern skill labs in schools.
-A Greenfield International Airport near Patna, and international airports in Darbhanga, Purnia, and Bhagalpur.
-A promise to launch domestic flights from 10 new cities.
