Reasons given
It says, 'Many bases have changed regarding change in population, development of clean energy and water sharing as per the treaty. Any treaty should be implemented in the right spirit but Pakistan is promoting cross-border terrorism in Jammu and Kashmir.
Due to uncertainty regarding security, India is not able to fully use the rights granted by the treaty. Pakistan has not accepted many conditions of the treaty nor is it ready to negotiate with India about the treaty.
