HS Bhullar Corruption Case: The Punjab government has taken significant action against DIG Harcharan Singh Bhullar, arrested on bribery charges, by suspending him. An order issued by the Home Department on Saturday stated that he will be automatically suspended under All India Service Rule 3(2) after 48 hours of his arrest.

 This case has exposed the illegal money laundering scheme known as "seva-paani."

The Home Department order states that, based on a report from Punjab Director General of Police (DGP) Gaurav Yadav, Harcharan Singh Bhullar, IPS (DIG, Ropar Range), was arrested by the CBI on October 16, 2025, in a case registered under sections 7 and 7A of the Prevention of Corruption Act, 1988.

The CBI arrested H.S. Bhullar on a complaint from Fatehgarh Sahib scrap dealer Akash Bhatta. The businessman alleged that the IPS officer had demanded a bribe of ₹8 lakh (800,000 rupees) in exchange for dropping an old case against him. The investigating agency detained him from his office in Mohali on Thursday.

The order clarifies, "Any officer who remains in judicial or official custody for more than 48 hours on any criminal charge or for any other reason will be automatically deemed suspended." The order is signed by Alok Shekhar (IAS), Additional Chief Secretary, Home Department, Punjab Government.

The CBI raided HS Bhullar's palatial home in Sector 40, Chandigarh, and his farmhouse in Samrala, uncovering piles of cash and luxury goods. 108 liquor bottles, ₹15.70 lakh in cash, and 17 live cartridges were also recovered from his farmhouse. ₹5 crore in cash was recovered during Thursday night's raid.

CBI raided HS Bhullar's palatial home in Chandigarh

By Friday, the seizure had reached ₹7.50 crore. The CBI stated that keys to luxury vehicles, locker keys, and documents related to immovable properties in the names of family members and suspicious entities were also recovered during the searches. All these documents will now be included in the agency's forensic investigation.

Summary

The CBI has also arrested HS Bhullar's middleman, who was found with ₹2.1 million in cash. The investigating agency claims that the middleman was extorting money from businessman Akash Batta. DIG Bhullar demanded a monthly bribe to close his case and allow his scrap business to continue.
