Q: Bihar is witnessing an expressway boom. What’s driving this transformation?
Nitin Nabin: For decades, Bihar was known for poor roads and weak connectivity. That image is changing rapidly. Under the leadership of Prime Minister Narendra Modi ji and Chief Minister Nitish Kumar ji, we’ve made infrastructure the backbone of Bihar’s growth.
We are building five major expressways worth ₹1.18 lakh crore — Raxaul–Haldia, Gorakhpur–Siliguri, Patna–Purnea, Buxar–Bhagalpur, and Varanasi–Kolkata. These are not just highways; they are economic corridors linking farmers to markets and industries to national and international trade routes.
Q: How are AI and HAM revolutionizing road construction in Bihar?
Nitin Nabin: We’re moving from traditional road building to smart and sustainable infrastructure. Under the Hybrid Annuity Model (HAM), we combine public funding with private execution. This ensures faster work, quality control, and long-term maintenance — contractors are responsible even after completion
We’ve also introduced AI-based bridge health monitoring — the first in Eastern India. Smart sensors, drones, and analytics help detect cracks or corrosion early. It’s a proactive, predictive maintenance model that ensures public safety and saves costs.
Q: How is technology helping ensure transparency and accountability?
He said transparency is our foundation. We use GIS mapping, drone surveys, and digital dashboards to track progress in real time. Anyone can view updates — from project status to contractor details.
We conduct fortnightly review meetings to maintain momentum. There’s zero tolerance for delay or negligence. Bihar’s road governance today is digital, transparent, and time-bound.
Q: What new initiatives make Bihar a model state for infrastructure?
We’re building Green Highways with LED lighting, recycled materials, and tree plantation drives to ensure sustainability.
We’re also focusing on Public-Private Partnerships (PPP) for faster delivery and transparency. Rural roads are seamlessly integrated with expressways through the Mukhyamantri Gram Sadak Yojana, ensuring every village connects to the growth network.
Q: What’s the direct impact on farmers, traders, and youth?
Nitin Nabin: The benefits are immense. A farmer in Champaran reaches markets faster; a manufacturer in Bhagalpur saves time and transport costs; a student from Purnea can now reach Patna in hours instead of half a day.
This expressway revolution is transforming livelihoods, creating thousands of jobs in construction and allied sectors. As I say often — “Every kilometer of expressway we build is a promise for Bihar’s future — a future where no village feels distant, no dream too far

Nitin Nabin: Both leaders have been pillars of support and vision. Chief Minister Nitish Kumar ji insists that “Every road we build should lead to progress and prosperity.” His discipline and detail-oriented approach have inspired our department.
