Prime Minister Narendra Modi arrived in Dubai, the United Arab Emirates, on Thursday night to participate in the World Climate Action Summit on Friday at the United Nations 'Conference of the Parties on Climate, known as COP28.

"I've arrived in Dubai to attend the COP28 Summit." We look forward to the summit's proceedings, which aim to make the world a better place," Modi said on social media X (formerly Twitter) shortly after arriving in the UAE.

As a result, as the majority of countries gather for this annual event to make decisions on addressing climate change.

The 28th United Nations Climate Change Conference (COP28) is right now taking place in Dubai, UAE, and will last until December 12, 2023.

What is COP Summit?

COPs are the primary international forums where nations gather to address the climate crisis collectively. The main agenda includes critical discussions on critical issues such as limiting global temperature increases to 1.5 degrees Celsius, assisting vulnerable communities affected by climate change, and reaching net-zero emissions by 2050.

Over 70,000 people are anticipated to attend COP 28, including business executives, young activists, climate scientists, Indigenous Peoples, journalists, and a variety of experts in addition to representatives from UNFCCC member states.

Only accredited press members, delegates, and authorized observer organizations are permitted entry into the blue zone and COP28. To encourage public participation, a few events within the blue zone, including press conferences, side events, high-level segments featuring heads of state, and plenary sessions, will be live-streamed on the official website, unfccc.int.

Public access will also be offered to interviews and themed segments on COP TV. On the other hand, a larger audience can reach the green zone, which is supervised by the UAE, the host nation.

What is the purpose of this summit?

The Paris Climate Change Agreement's implementation and strengthening international efforts to tackle climate change are the main agenda items for the conference. According to recent scientific findings, to keep global temperature rise to 1.5 degrees Celsius by the end of this century, greenhouse gas emissions must be drastically reduced by 43% by 2030 when compared to 2019 levels.

In addition, at COP 28, the global stocktake—a crucial assessment procedure that monitors advancement toward achieving the objectives of the Paris Agreement—will come to an end.

Establishing a global finance target to support developing countries, promoting an energy transition, closing the emissions gap, and framing details for a finance facility to support vulnerable communities affected by climate change impacts are some of the major agenda items that will be discussed at COP28.

Each year, the Paris Agreement, the Kyoto Protocol, and the Convention's decision-making bodies gather for COP28. Furthermore, expert and advisory technical assistance is provided by subsidiary bodies such as the Subsidiary Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA).

In addition, the conference offers a variety of conversations and interactions centered around tackling climate change, including side events, press conferences, technical sessions, closed-door negotiations, a high-level section for world leaders, and pavilion events.

Who will preside over this summit?

At COP28, the United Arab Emirates is both the host country and the current president. They are accountable for supplying the required infrastructure and liaising with other governments to guarantee the conference's success. The President of COP28 will be Dr. Sultan Ahmed Al Jaber, the Special Envoy for Climate Change and Minister of Industry and Advanced Technology for the United Arab Emirates.
