It was part of a 16-hour debate on Operation Sindoor, which began on July 28 and stretched past midnight, resuming at 11 AM the next day.
The speech took place in the Lok Sabha, Parliament of India, New Delhi, amidst a charged environment with opposition MPs such as Congress's Randeep Surjewala raising issues of security lapses and the diplomatic implications of the operation.
Shah tried to emphasize that the government's policy towards terrorism is that of zero tolerance, and he did this by focusing on Operation Mahadev which was carried out jointly by Chinar Corps of Indian Army, CRPF, and Jammu & Kashmir Police as a combined operation thatneutralized three terrorists involved in Pahalgam Terror Attack in Lidwas area. He justified Operation Sindoor as an anti-terrorist strike and not for territorial claim, to provide justice to cross-border attack victims. Shah deflected criticisms of opposition, blaming Congress for depleting national interest and associating Pakistan's survival with their "error" of accepting partition, which he referred to as a cradle of terrorism.

He remembered encountering a wedding widow who was grief-stricken over the Pahalgam attack, saying, "I saw before me a woman who had been made a widow just 6 days after marriage—I can never forget the scene." Shah mocked Congress’s skepticism with, “We have Pakistani voter IDs, gun licence's, even chocolates,” and criticized their distrust in Minister of external affairs Dr. S Jaishankar, quipping, “I can understand the importance of ‘foreign’ in their party.” Shah underscored Modi’s global stance that “the bloodshed of Indians will invite punishment,” emphasizing Operation Sindoor’s focus on dismantling terror networks and Operation Mahadev’s precision in targeting perpetrators.
