Staff shortage & BMW rules on hold… CAG on Health tabled in Delhi Assembly

The second report of CAG was tabled in Delhi Assembly on Friday. This report was tabled on health facilities. Earlier, a report was presented on the liquor scam. Thus, two out of 14 reports have been presented. The report tabled on Friday said that there is a 21% staff shortage in the Health and Family Welfare Department.

There is a 30% shortage of teaching specialists, 28% of non-teaching specialists and 9% of medical officers in hospitals/colleges. Along with this, the report has revealed that the Biomedical Waste Management (BMW) rules have not been followed properly.

Health services in the state

>. Waiting time of 2-3 months in the surgery department and 6-8 months in the plastic surgery department.

>. Modular operation theatres are not working in many hospitals.

>. Ambulance services are running without necessary equipment.

Long waiting time in radiology services. Due to lack of staff in some hospitals, the equipment is not being used as much as it should be.

>. Lack of diet service in hospitals. Not only this, there is no regular check of food quality.

Status of medicines

Essential medicine list was prepared only three times in ten years.

33% to 47% essential medicines were purchased by the hospitals themselves.

Health infrastructure management

 Health services were not assessed at the district level.

10 thousand new beds were announced in 2016-17 but only 1 thousand 357 beds were added.

Hospital building plans were delayed by 6 years.

Some hospitals failed to provide super specialty services.

Dialysis machines installed in PPP mode remained idle.

Talking about financial management, only 0.79% of GSDP was spent on health care. Whereas the target in National Health Policy 2017 was 2.5%.

Status of central schemes

48.33% pregnant women received all four anti-natal care services. 30% women took advantage of Janani Shishu Suraksha Program. Only 50% of the 2 thousand 822 women who died during delivery were reviewed.

Prevention of serious diseases

Only 10% of the 806 medical officers received training.

Delhi Nursing Council not reconstituted regularly.

Lack of modern equipment and staff in drug testing labs.

Hospital labs not getting required certificate from National Accreditation Board (NABL)

Lack of targets related to TB and suicide raids in Delhi.

Lack of TB awareness campaign and monitoring.

Delhi Arogya Kosh: No detailed database of beneficiaries.

What was recommended in the CAG report?

Thus, the CAG report states that there are many serious flaws in the management of health services in Delhi. There are problems such as shortage of staff, incomplete health plans, inadequate use of financial resources, delay in infrastructure projects and regulatory mechanism.

The report recommends monitoring, planning and effective use of resources to improve the quality of health services.
