UP Budget Announcement: The Uttar Pradesh government presented its budget today. Key points of the Finance Minister's speech on the budget for the financial year 2025-2026-
According to the finance minister - Chief Minister Yogi Adityanath has set a target of making the state's economy one trillion dollars. For this, the state government has prepared a sector-wise action plan by identifying 10 sectors such as agriculture and cadre services, infrastructure, industry, IT and electronics, health and family welfare, education, tourism, urban development, financial services, energy, capital investment etc.
Work is going on the sector-wise action plan by the concerned departments of the state government, which is being reviewed regularly.
With dedication towards the work of sustainable development for smooth policy implementation, ease of doing business, ease of doing business and attracting investment, the overall flow of balanced investment in all the regions of the state and long-term values and arrangements for the improvement of the lives of the citizens have been ensured.

State Finance Minister Suresh Khanna, while speaking in the Assembly, said that in recent years, there has been a significant progress in investment attraction, industrial and infrastructure development in Uttar Pradesh and the state has emerged as the most preferred investment destination in India. The state government has rapidly developed infrastructure facilities.
According to the finance minister, the connectivity of air, water, road and rail networks being developed in the state will provide the state's industries and manufacturing units the facility to seamlessly switch between different modes of transport to send their goods to the markets of India and abroad.
The fiscal deficit of the state remained within the prescribed limit
Finance minister informed that NITI Aayog, Government of India has published a report regarding the fiscal condition of the states for the period from financial year 2014-2015 to 2022-2023, in which Uttar Pradesh has been placed in the category of leading (front runner) state. The consolidated "Fiscal Health Index", which was 37.0 in the period from 2014 to 2019, has increased to 45.9 in 2022-2023.

According to the report, there has been a vast improvement in the quality of expenditure. In the period from 2018 to 2023, capital expenditure ranged between 14.8 percent and 19.3 percent of total expenditure. During this period, this ratio was higher than the average ratio of the major states of the country.
Capital expenditure in the social sector increased by 27 percent and revenue expenditure increased by 9 percent annually. Similarly, a substantial increase in capital expenditure was also reflected under economic services.
We doubled the economy of the state
Suresh Khanna said that in the year 2017-2018, when we got the opportunity to serve the people of the state, the economy of the state was in a complete mess and the GSDP was only at the level of Rs 12.89 lakh crore..
In the year 2024-2025, the GSDP of the state is estimated to be 27.51 lakh crore. We are now at the leading position among the states in the country that have increased the growth rate.

While reading the budget speech, the finance minister said that in order to develop the state as a hub in the field of Artificial Intelligence, a new scheme for the establishment of "Artificial Intelligence City" and Technology Research Translation Park in Cyber Security has been included in the budget.
Establishment of a Center of Excellence has been proposed to promote Artificial Intelligence.
- An action plan is being prepared for the establishment and renovation of Science City, Science Parks and Planetariums in the state. - Apart from the Municipal Corporations, work will be done through the convergence of various schemes to develop 58 municipal bodies of the district headquarters of the state as ideal smart municipal bodies.
Big announcements for farmers
- Under the Pradhan Mantri Fasal Bima Yojana, compensation of about Rs 496 crore was paid to about 10 lakh insured farmers in the financial year 2024-2025.
- Under the PM Kusum Yojana, a total of 22,089 solar pumps of different capacities were installed on the fields of farmers in the year 2024.
- In the event of accidental death or disability of farmers, the Chief Minister Krishak Accident Welfare Scheme has been implemented from September 14, 2019. - To ensure timely payment of sugarcane price to farmers, escrow account mechanism has been started from the year 2017, as a result of which the diversion of sugarcane price amount in sugar mills has been completely curbed.
- The present government has made a record sugarcane price payment of about Rs 2.73,000 crore to about 46 lakh sugarcane farmers from the year 2017 till now.
- This sugarcane price payment is Rs 59,143 crore more than the combined sugarcane price of the previous 22 years.
- With the average sugarcane productivity increasing from 72 tonnes per hectare to 85 tonnes per hectare, the income of farmers has increased by Rs 43,364 per hectare at an average rate of Rs 370 per quintal.

Finance Minister informed that under the Uttar Pradesh State Rural Livelihood Mission, women of more than 96 lakh families in rural areas have been covered.
- To encourage digital transactions at the village level, under the BC Sakhi scheme, 39.556 BC Sakhis have worked and financial transactions of more than Rs 31.103 crore have been done and dividend of Rs 84.38 crore has been earned.
- Under the Lakhpati Mahila Yojana, more than 31 lakh sisters have been identified, and more than 02 lakh women have come in the category of Lakhpati.
- Under the Pradhan Mantri Ujjwala Yojana, gas connections have been distributed to about 1.86 crore beneficiaries so far.
- 02 free cylinders are being distributed to the beneficiaries of Ujjwala Yojana.
- Mahila Shakti Yojana is being run for the formation of women-owned producer companies in Uttar Pradesh. - To promote girl education, along with the arrangement of co-education, activities like construction of girl hostels, empowerment of girls, Meena Manch, self-defense training and sensitization etc. are being implemented.
- A new scheme is being introduced to provide scooties to meritorious girls pursuing higher education on the basis of eligibility.
