First national AI research institute to open in Gujarat, becoming a hub for artificial intelligence
First National AI Research Institute: The Gujarat government is taking a major step in the field of artificial intelligence in the country. Gujarat Chief Minister Bhupendra Patel has announced that the Indian AI Research Organization (IAIRO) will be launched in GIFT City from January 1. This will be the country's first national-level AI research institute, which will be established on a Public-Private Partnership (PPP) model. This initiative is expected to give a new direction to AI research, innovation, and policy making in India.
It will have equal participation from the central government, state government, and the private sector.

IAIRO to be built on PPP model
IAIRO will be established under a tripartite partnership between the Gujarat government, the central government, and the industry. The Chief Minister has given in-principle approval to this project. Through this model, the government and the private sector will work together to advance AI research. According to officials, this institute will function as a Special Purpose Vehicle in GIFT City and will be registered as a non-profit organization under Section 8 of the Companies Act 2013.
300 crore Investment in this
An investment of approximately Rs 300 crore is proposed for IAIRO in the first five years. The state government, the central government, and private partners will have an equal share of 33.33 percent in this amount. The Indian Pharmaceutical Alliance has been made its anchor private partner. The IPA has committed to a contribution of ₹25 crore in 2025-26, which includes major Indian companies such as Cipla, Torrent Pharma, and Sun Pharma.
AI's Focus on Health, Education, and Agriculture
The state government has also formed an AI Task Force to accelerate AI-based development. Its objective is to improve people's quality of life through AI in healthcare, education, agriculture, and other public services. IAIRO will be developed as a multidisciplinary AI hub. It will conduct advanced research, develop AI products and solutions, and foster collaboration with startups and academic institutions.
Hybrid Compute Models and Policy Research in focus
IAIRO will also prioritize intellectual property, skill development, and policy-based research. The institute will operate on a hybrid compute model, combining on-premises GPU infrastructure with national platforms like IndiaAI Cloud. The government believes this will give India a strong presence on the global AI research map.
