AAP Govt presents budget of Rs 1,96,462 crore, mainly focusing on Education and Agriculture
<p>The Finance Minister of Punjab Harpal Singh Cheema Friday presented the first complete state Budget of the Aam Aadmi Party (AAP) government worth Rs 1,96,462 crore. In his introductory speech, Cheema lauded the AAP government under the leadership of Chief Minister Bhagwant Mann for eliminating the “mighty mafia”. Further by outlining the work done by the AAP Government across the state, he said, “ten lakh people got free treatment in Aam Aadmi Clinics since their opening. The government has opened schools of eminence. 26,797 jobs in government and its agencies have been provided by the AAP government.”
Following are the highlights of the budget:
The revenue expenditure of the state is estimated at Rs 1,23,441 crore, a growth of 14% over the last fiscal. Out of this, Rs 74,620 crore has been proposed for the committee expenditure.
Agriculture:
- A Revolving Fund, the worth Rs 1,000 crore, has been set up to provide a 33% subsidy on cotton seeds.
- The government has estimated Rs 1,000 crore for diversification practices. 30,312 farmers will be provided with an incentive of Rs 1,500 per acre for adopting the DSR technique for paddy crops.
- Further, Rs 125 crore has been set aside for DSR and Moong cultivation this fiscal.
- The incidents of stubble burning in Punjab have witnessed a reduction by “30%,” Finance Minister Cheema announced while presenting the state Budget. The government then allocated Rs 350 crore under the Sub Mission on Agri Mechanism to check stubble burning in the state.
- Rs 253 crore has been set aside for horticulture, double that of the previous year.
- The government will also provide crop Insurance to the farmers, and CM will make an announcement in this regard soon.
- Rs 15 crore dedicated to mitigating risks for horticulture producers.
- Rs 885 crore will be provided to the Punjab State Cooperative Agriculture Development Bank to pay back its loan.
- Rs 400 crore has been dedicated to Sugarfed to support cane growers, out of which Rs 250 crore has been set aside for the next fiscal.
Education:
- Rs 17,072 crore has been allocated for school and higher education — 12% higher than the previous year.
- Rs 99 crore allocated for cleanliness and the upkeep of schools, while teachers shall concentrate only on academics.
- A mega Parents Teachers Meet was organized, where about 19 lakh parents participated, and feedback was taken from about 3 lakh parents.
- Rs 20 crore has been dedicated to skill upgradation programs for teachers/school heads. While 36 Principals were sent to Singapore for training, 30 more are being trained in Singapore.
- Rs 200 crore has been set aside for the School of Eminence. As many as 117 schools have been identified for being upgraded as schools of eminence. And four schools are already being upgraded in Amritsar.
- Rs 30 crore (Rs 2000 per student) is dedicated to the Punjab Young Entrepreneur Program, where students are encouraged to propose original business ideas.
Health:
- A provision of ₹4,781 crore has been proposed for Health and Family Welfare in FY 2023-24 — 11% higher than the previous year 2022-23.
- New Mother and Child Care Hospital at Phagwara and Jagraon have already been set up, and construction of 3 MCH Wings at Sub-Divisional Hospital (SDH) Nakodar, SDH Kharar, and SDH Budhlada is now complete. They would be made operational soon.
Other than that:
Punjab has received 2,295 investment proposals which is worth Rs 41,043 crore.
