CBSE action on ‘dummy schools ‘students not attending regular school, can’t sit for class 12 exam

The Central Board of Secondary Education (CBSE) has warned students taking admission in 'dummy schools' that students who do not attend regular classes will not be allowed to appear in the 12th board exam. A board official said that the students and parents themselves will be responsible for the ill-effects of admission in 'dummy schools'.

CBSE is considering making changes in the examination byelaws as part of the ongoing action against 'dummy schools', so that such students can be prevented from appearing in board exams.

CFSE cracks down on dummy schools

They will have to appear for the National Institute of Open Schooling (NIOS) exam. A senior board official said, "If any examinee is found missing from the school or found absent during a surprise inspection conducted by the board, such candidates will not be allowed to appear in the board examination.

While student and his/her parents will be responsible for the consequences of not attending classes regularly." The official said that action will be taken against schools promoting 'dummy' culture or sponsoring absent students as per the board's affiliation and examination byelaws.

75 per cent attendance of students is mandatory

The issue was also raised in the recent Governing Board meeting of the board, where it was recommended that this decision be implemented from the academic session 2025-2026. The official said, "The matter was discussed in detail in the examination committee, and it was concluded that as per the rules of the board, a minimum of 75 per cent attendance of students is mandatory to appear in board examinations."

He said that if the required attendance is not met, then only enrolling in a non-attending school may not entitle such students to appear in CBSE examination. The official said, "If permission is not given by CBSE, such students can approach NIOS to appear in the examination.

It was also discussed that the board provides 25 per cent relaxation only in cases like medical emergency, participation in national or international sports events and other serious reasons."

According to the official, the board is considering that the candidature of students who do not have the required attendance will not be considered by the board, and disciplinary action can also be taken against the school registering such students for the examination.
