Centre's big preparation on 'One Nation One Election', bill may be introduced in ongoing session
The BJP government at the Centre is continuously active regarding 'One Nation One Election'. The government is also continuously working on this. Sources say that the government can bring a bill related to 'One Nation One Election' in the ongoing winter session of Parliament.
Ramnath Kovind Committee submitted its recommendation to the government in March, just before the announcement of Lok Sabha elections held in April-May. The central government accepted the recommendations of the committee some time ago. In its report, the committee recommended holding elections in 2 phases.
'One Nation One Election' bill may introduced in ongoing winter session
Sources associated with the government believe that this bill can also be sent to the Joint Committee of Parliament for detailed discussion. The government wants a consensus to be formed on this bill. For this, detailed discussions will be held with all stakeholders.
The JPC will discuss with representatives of all political parties. Also, speakers of all state assemblies can also be called. Along with intellectuals from across the country, the opinion of civil society will also be taken in this regard.
What Kovind Committee recommend
The government had constituted a committee under the leadership of former President Ram Nath Kovind to move forward on this ambitious plan in September 2023 during the previous term. The Kovind Committee submitted its recommendation to the government in March, just before the announcement of the Lok Sabha elections held in April-May. The central government accepted the recommendations of the committee some time ago. In its report, the committee recommended holding elections in 2 phases.
The committee has recommended holding Lok Sabha and Assembly elections under the first phase. While in the second phase, it has been recommended to conduct elections for local bodies.
50 percent support required for civic elections
One of the proposed Constitution Amendment Bills will be about linking the elections of the bodies with the Lok Sabha and the Legislative Assembly, although it will require support from at least 50 percent of the states.
While the bill related to 'One Country One Election' will amend the dissolution of the Legislative Assemblies and Article 327 and the term 'One Country One Election' will be included in it. For this, the support of 50 percent of the states will not be required.
Legislative Assemblies and Article 327
Constitutionally, the Election Commission and the State Election Commission are two different bodies. The Election Commission has to conduct elections for the President, Vice President, Lok Sabha, Rajya Sabha, State Legislative Assemblies and State Legislative Councils, while the State Election Commission conducts elections for municipalities and panchayats in their states.
